The Specialization Course in Public Management, offered in a distance learning format, is an initiative of the Open University of Brazil (UAB) as part of the National Program for Training in Public Administration (PNAP). The PNAP, along with other initiatives aimed at strengthening state capacities in Brazil, is impacted by three key factors: the decentralization of public policies toward subnational administrations; the emphasis on qualifications as a criterion for progression and career development within Public Administration; and the expansion of distance education as a tool for these qualifications, supported by advancements in Information and Communication Technologies (ICT).
